What is VAGO?
The Victorian Auditor-General's Office, or VAGO, a passionate team of 225 people led by Auditor-General Andrew Greaves.
Our role is to evaluate how well the public sector is using resources to provide services to the people of Victoria. We do this by engaging with and examining government agencies, and we report to Parliament and the public on what we find.
We also aim to empower the public sector to do things better, and provide detailed recommendations where we see issues or opportunities to improve. At VAGO we see the bigger picture, ask the tough questions and work to create a meaningful impact.
Why we audit
State and local government bodies spend over $90 billion of public money each year to deliver a range of services for all Victorians. We help maintain public trust in the government by enhancing the transparency of, and accountability for, public sector agencies’ financial and operational performance.
About Financial Audit
The Financial Audit division provides independent assurance to Parliament that our public sector agencies provide reliable, relevant and fair financial information in their reporting, in accordance with the Australian Accounting Standards and other relevant legislation.
What's the role of Managers in Financial Audit?
Managers in Financial Audit are expected to lead and develop teams to deliver high‑quality, end‑to‑end financial audits and related programs, on time, within budget and in line with relevant standards; while building trusted stakeholder relationships in the public sector.
People leaders first: lead, motivate and develop high‑performing teams, creating opportunities for others to learn and grow while building a strong, positive team culture.
End‑to‑end delivery: oversee audits (planning through reporting) and broader work programs (financial audits, Parliamentary Reports and business improvement), delivering high‑quality outcomes on time and within budget. Depending on risks and specific sector requirements, FA manager may act as engagement leader and team leader roles on inhouse audits and also undertake VAGO Review Officer responsibilities for outsourced audit engagements.
Public sector leadership and influence: bring a strong understanding of public sector governance, accountability and risk; build trusted stakeholder relationships and communicate with impact.
Quality, standards and judgement: embed a quality‑first approach, apply relevant auditing standards and VAGO methodology, and use professional judgement/scepticism to reach evidence‑based conclusions that withstand scrutiny, while also identifying opportunities to improve audit quality and efficiency.

The ideal candidate is an experienced people leader who can guide, support and uplift a team, while confidently managing stakeholder relationships in a complex environment. They communicate effectively, providing clear and accurate explanations and translating technical concepts for a range of stakeholders. They demonstrate initiative and sound judgement in managing projects and in responding to—or escalating—issues. They comfortably process complex information, applying analytical skills and professional scepticism to reason through problems.
They think innovatively and actively embrace change, promoting a culture of inquiry by sharing learning and knowledge. Their approach to building and maintaining relationships is adaptive and professional. They proactively identify and respond to trends, emerging issues, risks and opportunities.
Within a team, they contribute to a strong sense of shared purpose. They model collegial, resilient and flexible working behaviours and are committed to continuous professional development.

Experience and Qualifications:
• Demonstrated experience leading and developing teams, including coaching, performance management and fostering a positive team culture
• Proven ability to manage and deliver audits or similar engagements end-to-end
• Experience working in, or auditing, the public sector or similarly regulated environments (highly regarded)
• A sound working knowledge of Australian Accounting and Auditing Standards, legislative and regulatory requirements
• Tertiary qualifications in Finance, Accounting, Commerce or Economics
• Experience undertaking audits or complex investigations, inquiries or reviews
• Holds a full professional membership with CPA Australia, CAANZ or the IPA
